区域大气污染合作治理政府间责任分担机制研究——以京津冀地区为例

摘　　要：跨域大气污染合作治理最关键的运作在于横向整合,需要责任共担与合理分担。论文建立了跨域合作治理政府间责任分担机制的分析框架,分析了我国当前区域大气污染联防联控中责任分担的现状与问题,提出我国区域大气污染合作治理政府间责任分担原则与关键机制。论文以京津冀地区为例,重点分析和提出了建立在共同而有区别责任分担原则基础上的"责任共担、明确划分、成本分担"核心机制,阐述了其原因与内涵,并建议建立责任协调谈判机制与正式区域组织机制。In transboundary air pollution cooperative control,the most critical operation is horizontal integration,which requires reasonable responsibility sharing.The paper establishes an analysis framework against government responsibility mechanism in trans- boundary cooperative control,analyzes the status and problems existing in the present responsibility sharing mechanism of China in regional air pollution prevention and control,puts forward the government responsibility sharing principles and critical mechanism to be applied in China＇ s regional air pollution control.The paper analyzes and proposes the core mechanism of ＂ responsibility sharing,definite division and cost sharing＂ which is based on the common but differentiated responsibility sharing principle,explains its reason and meaning,and suggests establishing a negotiating mechanism and a formal regional organization mechanism.
