城市公共服务设施布局的均衡性探究——以北京市城六区医疗设施为例

摘　　要：2016年国家颁布的《中共中央国务院关于进一步加强城市规划建设管理工作的若干意见》对健全公共服务设施建设提出了新要求,而医疗设施作为公共服务设施重要的组成部分,其均衡布局和构建合理体系对城市居民生活质量的改善、社会和谐至关重要。以北京市城六区医疗设施为例,基于政府相关政策,利用地理信息(GIS)技术,运用地理可达性、泰森多边形等分析方法,分析了城六区二级医疗体系下医疗设施布局的均衡性,并根据分析结果提出健全北京市城六区医疗服务设施的优化布局建议,为北京制定公共服务设施发展政策提供依据。＂Opinions of the CPC Central Committee and the State Council on urban planning and construction management＂ of 2016, gave new requirements on improving public service facilities. As an important part of public service facilities, the layout and service system of health facilities is much important to the residents. This paper taking health facilities of central six districts of Beijing tbr example, analyzed the problems of space layout features and existence with the use of Geographic Information System （GIS） and other analytic techniques such as geographic accessibility, Thiessen-polygon, etc. This study can provide information and recommendations to local government or planning decision-makers, and provide the scientific basis for selecting the best allocation of resources to promote rational development of medical facilities layout.
