摘　　要：借助帕森斯"社会行动理论"和"社会系统的结构功能理论(AGIL功能模式)",将"传统聚落保护与再生"作为一种聚落营造的社会行动系统,提出"传统聚落保护与再生社会行动系统"的基本内涵和要素,搭建该行动系统的基本框架,研究政府"自上而下"引导为主,与社会各方力量参与的以聚落居民为主体的"自下而上"相结合的"上下联动"聚落营造行动机理及其运作机制。Based on Talcott Persons＇ ＂social action theory＂ and ＂the function and structure of social system theory＂ （AGIL function model）, the paper considers the conservation and regeneration of traditional settlements as part of a social action system for traditional settlement community building. It outlines the fundamental connotation and elements of the action system for traditional settlement conservation and regeneration, and advocates coordinated efforts that combine top-down governmental leadership with bottom-up local activism in traditional settlement community building.
