摘　　要：全面总结了楚雄州优化烟叶结构工作实践的措施、经验以及存在的问题,措施主要是加强组织领导,细化目标任务和强化责任落实;加强宣传引导,提高思想认识;强化措施落实,规范流程管理;强化监管和验收考核,确保取得实效;严格资金管理,规范补贴兑现等。经验主要是通过实施优化烟叶结构工作,烟叶等级结构显著改善,烟叶质量稳步提升,农户收入大幅增长,财税全面增收。问题主要是栽烟农户减少与劳动力不足的压力突出,优化烟叶结构工作与过程管控的难度大。并提出了保障政策的稳定性、调动村组干部和农户的积极性和以市场需求为导向、树立质量意识等建议。The measures, experience and the existing problems about optimize the structure of tobacco leaf practice in Chuxiong were comprehensively summarized. These measures were as listed below： strengthened organizational leadership and refined objectives and responsibilities, extended publicity and improved the ideological understanding, carried out measures and standardized the process management, intensified supervision and acceptance test, performed financial management strictly. By putting these measures into practice, the level of tobacco leaf structure was improved significantly; the quality of tobacco leaves improved steadily; the local farmers＇ income increased substantially; and the fiscal and taxation overall increased. Despite all those, there were many problems, such as planting tobacco farmers reduced with labor shortages, optimizing the structure of tobacco leaf and its process control were difficult. In the end, some suggestions were put forward as follows： ensure the stability of the policy, arouse the enthusiasm of village cadres and farmers, guided by market demand and set up the quality consciousness.
