公益性小额信贷对农村金融扶贫的启示——基于重庆市开县民丰互助合作会的农村金融试点调查

摘　　要：通过对重庆市国家级贫困县开县关坪村、九岭镇等乡镇的实地调研,分析了重庆市开县民丰互助合作会现状,总结了其公益性小额信贷对金融扶贫的成功经验,即:目标人群明确,针对性强;招录大学生返乡,推动人才流动;注重内在激励,加强风险防范;客户信用评估制度完善;拓宽民间资本准入口径;资金循环流动,实现"造血性"扶贫。并从机构、行业和法律3方面提出了促进公益性小额信贷发展的建议,力求推动农村公益性小额信贷的发展。Based on the field investigation in national poor counties in Chongqing such as Guan ping and Jiuling in Kai County, the current situation of Minfeng cooperative society was analyzed, and the successful experience of the non-profit microfinance for financial poverty alleviation was summarized. It was as follows： clearly defined target population and pertinence, enroll students returning home, promote the talent flow, pay attention to the intrinsic motivation, created capital circulation flow, the realization of ＂bloody＂ poverty alleviation strengthen risk prevention, customer credit evaluation system is perfect, and broaden access to private capital. From three aspects of the agencies, industry and law, the suggestions was puts forward to promote the development of public welfare microfinance.
