国外大型挡潮闸工程的经验借鉴

摘　　要：从规划设计、投资建设和运行管理三方面对国外典型大型挡潮闸进行深入分析,总结出主要经验。结合我国挡潮闸建设与运行管理现状,提出加强我国大型挡潮闸建设管理的建议:进一步认识大型挡潮闸在防洪工程体系中的地位与作用,科学布局挡潮闸工程体系,进一步创新挡潮闸设计理念,健全完善挡潮闸工程建设投资和管理运行体制机制,加强挡潮闸建设科学研究和技术标准制定,注重挡潮闸建设的环境影响和社会公众关切。The paper summarizes main experiences accumulated from foreign countries in three respects of planning and design, investment and construction, as well as operation and maintenance, based on in-depth analysis of typical large tidal sluices. Regarding the current situation in China and lessons learned abroad,recommendations are raised for improving construction and management of large tidal sluices in China, including raising awareness on the critical role of large tidal sluice in flood control, scientific layout for tidal sluices,introducing innovative concept and approach for design; perfecting investment and financing mechanism,completing management and operation mechanism, strengthening scientific research and legislation of technical standards, paying more attention on environment impact of these structures and public concern.
