摘　　要：近期,国内船员市场出现值班水手与值班机工短缺的现象。文章在STCW公约马尼拉修正案的基础上分析引起该现象的原因,并提出解决该问题的应对措施。Recently, there are fewer duty sailors and duty motormen in domestic seafarer market. The thesis analyses the reason of this phenomenon based on STCW 2010 amendments and proposes the solution to solve this problem.
