湖泊流域生态治理政府责任机制建设探究

摘　　要：湖泊流域生态治理政府责任机制是指为实现和维护政府生态职能,保障公共利益,通过制度安排而形成的政府生态责任系统内各责任主体之间构成完整的、相互联系和影响的循环体系。湖泊流域生态治理政府责任机制建设要以生态文明建设为指导,明确总体要求,并通过优化责任履行机制、健全责任保障机制、完善责任评价机制和构建责任追究机制等方式实现。The establishment of government responsibility mechanism of ecological management is one of the important contents about the construction of ecological civilization and government accountability in our country. The government responsibility mechanism in the valley of lakes＇ ecological management aims at implementing and maintaining ecological function as well as guaranteeing public interests. It depends on integration,interaction and circulation among subjects of responsibilities in the system. Guided by principles of ecological civilization constriction,the government responsibility mechanism of ecological management in the valley of lakes can be achieved by optimizing fulfillment mechanism of government responsibility,improving safeguard mechanism of government responsibility,perfecting appraisal mechanism of government responsibility and building accountability mechanism of government responsibility in ecological management.
