小城市边缘社区治安问题及服务改进策略——基于石门县城边缘农村社区的考察

摘　　要：基于石门县城边缘农村社区(易家渡镇)的初步考察表明:其发案率明显高于该县乡镇平均水平,其治安形势依然不容乐观,并具有以下基本特征:案件类型仍以侵财为主;流动人口犯罪呈增长趋势;社会矛盾纠纷日益多样化;"黄、赌、毒"现象屡禁不止。其主要原因是社区治安公共服务存在缺失,包括基于大数据的情报和警务工作薄弱、治安纠纷调解服务缺失、群防群治与治安管控机制不完善、法治宣传和教育相对薄弱。为此,必须构建基于多中心治理的治安管理与服务模式;创新社区治安预警机制和治安网格式防控服务,加强流动人口管理和服务,改进社区法治教育和从业人员培训服务。The investigation result based on the public security problem of rural community at Yijiadu town, Shimen cunty shows that the incidence rate is much higher than the average level of the other towns in this county, which means the security situation is not optimistic. Analysis shows that the public security in Yijiadu town has following characteristics： the case type is mainly property-related crimes, the crime committed by floating population is increasing, the social conflicts and disputes are turning diversely, crimes related with pornography, gambling and drugs repeat. The main reason causing those problems is the absence of the public services, which includes the weak police work and information based on big data, the lack of security dispute mediation service, the inadequate measures of mass prevention and control mechanisms, the relatively weak law publicity and education. Then the author proposes some suggestion to solve those problems： to innovate the early warning mechanisms and prevention-and-control service in the community, to strengthen the management and services for the floating population, to improve public education and training services for law practitioners.
