西澳大学苏格拉底考核体系分析与借鉴

摘　　要：西澳大学苏格拉底研究质量管理系统集成了西澳大学核心数据和有关学术研究的关键数据,生成学校科研质量数字化管理模型。设计者根据学术成就和贡献,将研究成果转化为可量化计算的分值,即苏格拉底指数。学校、各学部及每个教师的科研成果及质量能够通过苏格拉底指数进行直观的对比分析,有效跟踪记录教师科研任务的完成情况,为管理者和个人及时调整科研工作进度、调节教学和科研工作量提供决策依据。通过借鉴该系统,对中国矿业大学改进教师工作量管理与考核工作的启发:管理系统创新是实现教师工作量科学管理的重要支撑,科学设定工作量是发挥考核"指挥棒"作用的重要基础,"以人为本"是学校制定内部管理政策的出发点和落脚点。Socrates research quality management system, launched by the University of Western Australia, integrates with core data and critical data from related academic research in the Uni- versity of Western Australia, and generates the university scientific research quality digital management model. According to academic achievement and contribution, research results are turned into a quantifiable calculation score, which is the Socratic Index. Universities, faculties and every teacher＇s research achievement and quality can be comparison analyzed by the Socra- tes Index. The Socrates Index also can be used to effectively track teachers＇ scientific research task progress and adjust research schedule and rearrange the teaching and scientific research workload for managers and individual teachers. This Socrates assessment system brings refer- ences for the improvement of workload management and assessment in the China University of Mining and Technology： 1） the innovation of management system is the significant support for the scientific management of teachers＇ workload; 2） to set the workload scientifically is the vi- tal foundation to help the assessment role of Baton： and, 3） “people-oriented” is the starting point and objective for the university to establish internal management policy.
