摘  要:本文针对巨型水电工程建设的特点,在国内外现有经验的基础上按照MECE原则建立了应急能力评估体系,评估体系由两级指标构成,其中一级指标13个、二级指标45个。在白鹤滩水电工程的应用结果表明:评估体系能够发现应急管理中的薄弱环节,确定应急能力建设的方向和重点,可为水电工程建设的应急工作提供决策支持。In the paper, emergency capability assessment system is established in accordance with the principle of MECE principle on the basis of existing experience at home and abroad aiming at the characteristics of giant hydropower project construction. The assessment system consists of indicators at two levels, including 13 first grade indicators and 45 second grade indicators. The application results in Baihetan Hydropower Project are obvious that the assessment system can discover weak links in emergency management. The directions and keys of emergency capacity construction are determined, thereby providing decision support for the emergency work of hydropower project construction.
