农业机械部级推广鉴定受理审查的两个属性关系分析

摘　　要：当前农业机械推广鉴定正面临一系列改革,以适应不断发展变化的农机化形势需要。通过分析制度属性的内涵、特点和技术属性的几个方面内容,阐述受理审查的本质属性。运用哲学辩证的原理方法对制度属性和技术属性两者关系进行剖析,认为制度改进是技术创新的基础,技术创新能诱导制度改进,制度和技术都是促进受理审查水平提升的变量。从制度改进和技术创新的角度对现阶段部级推广鉴定受理审查的存在问题提出改进的建议,为进一步规范、提高受理审查水平和推广鉴定的改革发展提供理论支持。In order to adapt to the agricultural mechanization requirement,agriculture machinery promotion and identification is encountering with a series of reforms.With the analysis of the connotation,characteristic,and technical attribute content,the essential attributes of acceptance and audit were stated.The principle of philosophy was used to analyze the relationship between system attribute and technical attribute,deriving that system improvement is the base of technical innovation,and innovation can lead to the improvement of the system,in addition,system and technology are two variations to stimulate the level of acceptance and audit.In the view of system improvement and technology innovation,improved suggestions are brought up to make a contribution to form the theoretical support for the further normative and improve the level of acceptance and audit,as well as the promotion and identification.
