广西边境贸易外汇管理问题浅析

摘　　要：边境贸易已成为广西最大的对外贸易方式。但是,由于广西边境小额贸易具有较特殊的经营结算模式,部分边贸企业资金流与货物流整体偏离较大,外汇局现行常规的监管方式不仅效率不高,也给边贸企业带来不便。外汇局应进一步完善创新边境贸易监管方法,采用更具针对性的非现场监测手段,对边贸企业实现差异化管理,提高外汇监管效率,促进贸易便利化。Border trade has become the biggest term of foreign trade in Guangxi. The cargo flows of some bordertrade enterprises cannot match up with the fund flows,however,due to their particular management model and settle-ment pattern,the supervising manner currently taken on the border trade by the SAFE is inefficient and brings incon-venience to the border trade enterprises. The SAFE should improve and innovate the supervising manner on bordertrade,by taking more pertinence off-site monitoring ways and differentiation supervision to increase the efficiency offoreign exchange administration and improve the trade facilitation.
