摘　　要：国家的核心竞争力是自主创新能力,它决定了一个国家科技事业的水平。地方政府对建设地方创新系统具有重要意义,因此成为其重要组成部分。由于河北省自主创新能力自身存在的问题,对发展经济和提升竞争力产生了制约作用。故而,激励和引导自主创新政策成为我省加快提升自主创新能力的首要问题。The independent innovation ability is the core competitiveness of the country, which determines the level of a country's scientific and technological undertakings. Local government plays an important role in the construction of local innovation system, so it is an important part of the local government. The existing problems in the independent innovation capability of Hebei Province play a restricted role in the development of the economy and the advance of the competitiveness. Therefore, encouraging and guiding the independent innovation policy have become the primary problem of our province to speed up the ability of independent innovation.
