摘　　要：实时监测土地利用情况、及时发现并遏制土地违法行为成为国土资源管理部门工作的重点.以国土资源基础数据库为基础,将多种类型的基础数据通过信息技术组织起来,通过分析土地执法巡查的业务需求和移动GIS技术的特点,形成了项目跟踪检查、施工过程检查、图形辅助和建设项目执法监察、地理信息共享的移动执法监察系统.为业务系统的宏观管理提供了现代化信息载体,实现了土地动态监管的信息化和规范化,提高了土地动态监管的工作效率.The focus of the work of land and resources management is real-time monitoring of land use,timely detecting and curbing the illegal acts. At first,based on the basic database of land and resources,various type data are organized through information technology. Then,by analyzing the business needs of land law enforcement inspection and the characteristics of mobile GIS,a system of mobile law enforcement supervision is developed,which contains the function of project tracking,construction process checking,drawing assistance and law enforcement supervision of construction projects,and the sharing of geographic information. It provides a modern information carrier for the macro management of the business system,realizes the information and standardization of the dynamic supervision of land,and improves the working efficiency of the dynamic supervision of land.
