我国公共体育发展战略路径选择:从政府理性到公共理性

摘　　要：通过对我国体育发展方式由国家体育转向公共体育问题的回顾,分析公共体育的基本内涵和国家、政府组织、社会组织和公民在公共体育发展方式中的相互关系,阐述我国发展公共体育面临的国民性与公民性分立、公民理性和社会组织理性严重不足、政府组织理性过于强大等基础性问题,讨论我国公共体育发展战略路径选择——从政府理性到公共理性,以及政府组织、社会组织和公民在这个战略路径中的作用,进而从体育发展方式的公共转向、政府理性到公共理性、国民性与公民性整合3个角度论证了战略路径的基本构成和实现过程。Based on China＇s sports development way from the State Sports steering to public sports,this article analyzes the basic connotation of public sports and the relationship between national,governmental organizations,social organizations and citizens,elaborates basic issues which the development of public sports faced on division of national character and citizenship,a serious shortage of citizen rationality and social organizations rationality and the biggest strong of governmental rationality,discusses a choice for the development of public sports strategy ： from the government rationality to the public rationality,as well as the roles about government organizations,the role of social organizations and citizens in this strategic path,and further demonstrates the basic structure and implementation strategy path by integrating three perspectives which are the development of sports public steering,the governmental rationality to public rationality and national character and citizenship.
