东亚共同体与琉球-冲绳的未来——基于“亚洲世纪”的视角

摘　　要：在信息革命的推动下,以亚洲为代表的发展中国家和地区取得了巨大的经济进步,从而促使世界经济结构在21世纪发生了重大的变化,与此相伴的是国际关系的变化。国际政治经济中心发生从西向东的转移,标志着"近代历史的终结"和"亚洲世纪"的到来。第二次工业革命后,催生了"美国式的和平",琉球-冲绳的历史地位被赋予了前所未有的特殊意义,战后日本和平宪法、象征天皇制、旧金山对日媾和、冲绳军事基地、日美安保条约等一系列历史事件都随着当时世界局势的变化而做出调整,这种调整的影响极为深远,直至今天。由于在前一历史时代的国际关系背景下形成的琉球-冲绳的东亚军事要塞,也将随着时代的变化特别是东亚共同体建设的推进而发生变化。在过去的20多年,东亚区域一体化取得了很大进展,亚洲贸易生产共同体、东亚FTA网、开发建设共同体、亚洲基础设施投资银行(AIIB)、亚洲文化社会共同体等多个领域的共同体都取得了显著的发展。但是近年来也出现了重大的阻碍因素。我们应该采取更多的应对战略,跨越亚洲合作的"严冬"、迎来共同发展的"春天"。Under the impetus of information revolution, the developing countries and regions, with Asia as the representative, have made great progress in economic advance, changing the world economic structure in the 21 st century, meanwhile, also bringing changes to international relations. The shift of world political and economic centers from the West to the East marks ＂the end of modern history＂ and the advent of ＂Asian Century＂. The RyukyuOkinawa East Asian military fortress set up in the previous age will also face changes under the new international relations, especially with the building of East Asia Community. In the past 20 years, there has been great progress in East Asian regional integration, but there also appear some obstacles, and we must take active strategies to cope with it so as to achieve the pan-Asian cooperation.
