摘　　要：在西方新公共管理运动的影响下,我国地方政府开始政府购买公共服务的实践探索。上海在政府购买服务的实践中,日益形成了突出购买岗位、注重制度建设、扩宽购买领域、培育组织载体和搭建信息平台等特点。但也存在着态度模糊、制度缺失和能力不足等问题,为此转变思想观念、加强制度建设、提升组织能力成为了今后上海市政府购买服务的改进路径。With the rise of New Public Management movement, local government in China has already executed purchasing of public service. During the exploring course, Shanghai has formed several characteristics： emphasis on the purchasing post, focusing on the institution construction, widening the field of purchase, building organization and constructing information platform. But some problems have existed, including the ambiguous view, lack of institution and weak ability. Thus, transforming ideas, strenthening institution construction and enhance organizational capability should be the correct path for government purchasing of public service in Shanghai.
