美国“总统青少年体适能项目”解读及启示

摘　　要：从背景、目标任务、主要内容、特征和实施情况等方面对美国"总统青少年体适能项目"进行分析。研究认为,美国"总统青少年体适能项目"的目标实现了从"以运动技能为主"向"以身体活动为主"的转变,旨在培养青少年终身体育意识和积极健康的生活方式;功能和主要特征在于为教育者提供体适能教育的教学策略,帮助学生了解和掌握与健康相关体适能与体力活动的监测方法,促进对学生健康体适能的教育交流和评价;成功实施的关键在于对执行教师进行有效的训练,在体育教育计划中履行Fitnessgram评估,对积极参与和达到体适能目标的学生进行奖励。对我国《国家学生体质健康标准》的启示:1)建立有效的支持与融合体系;2)采用标准参照评价,建立关联的处方式体力活动监测体系;3)设立残疾人体质健康评价标准;4)建立有效的奖励政策和激励机制。This paper has discussed the American Presidential Youth Fitness Program （PYFP） with respect of the background, goal, main content and implementation. The study show that the PYFP has transferred the target from motor skills to physical activity so that it can cultivate the youth with lifelong sport consciousness and active heathy lifestyle; its functions and characteristics lie in providing teaching strategies of fitness education and helping students understand and grasp the method of monitoring fitness and physical activity, as well as promoting the evaluation and communication for the fitness education to students; its key factor to successful implementation lies in the effective training for teachers, Fitnessgram evaluation and awarding. The enlightenment for our National Standards of Students Fitness and Health is ： 1 ） to build effective system of support and fusion; 2） to adopt criterion -referenced evaluation and set related system of physical activity monitoring; 3 ） to establish fitness and health standards for disabilities; 4） to build the effective incentive mechanism.
