北京停车业的经济分析与政策建议

摘　　要：本文借用PRN和TNFS分析框架。在PRN框架下,阐释停车产品的特点及其时空资源占用和停车业网络形态。在TNFS框架下,把停车业网络分为管理层、市场层,两者之间的桥梁是政策。分析管理层、市场层和政策存在的问题。基于上述经济分析提出在北京统计年鉴中"交通运输邮电"下设立"停车经济指标";北京停车业需要融资运营新模式;管理层权力集中并从市场层退出;并对北京停车市场供给侧与需求侧管理给出建议。This paper utilizes PRN and TNFS frameworks. Under PRN, explained parking economic attributes, time-space resources and the industry＇s network. Under TNFS, the parking industry network is classified into management layer and market layer, and the policy bridge and we analyzed existing problems among the management layer, market layer and policy. Based on the above analyzed, policy suggestions of improuing Beijing parking industry are given as folloings： establishing parking economy indexes in the Beijing statistical yearbook, Beijing parking industry needing new mode of financing and operating, management layer centralizing and dropping out from market layer, and giving suggestions about supply-side and demand-side, and so on.
