农地整治过程中农民利益表达渠道及其重构

摘　　要：利用湖南省和湖北省10个县(区)的20个农地整治项目区的农民问卷调查数据,分析了农地整治过程中农民利益表达渠道的现状及表达意愿,进而提出了农地整治过程中农民利益表达渠道的重构思路和对策建议。研究认为,今后农地整治过程中农民利益表达渠道重构思路,近期以疏通"村干部"、"听证会/座谈会"这两类利益表达渠道为主,远期以完善"信访机构"、"人大代表"、"新型大众媒体"、"政协委员"这四类利益表达渠道为主。农地整治过程中农民利益表达渠道重构应采取措施。加强村委会建设,建立健全农村土地整治听证制度,深化信访制度改革,完善基层人民代表制度和政治协商制度,构建新型大众媒体交流沟通平台。The present situation and desire of the expression channels of farmers ＇ interests were analyzed by the famers＇ survey data interviewed in 20 rural land consolidation project areas in 10 counties of Hunan province and Hubei province, and then the reconstruction thoughts and countermeasures of the expression channels of farmers ＇ interests were suggested. The research showed that the reconstruction ideas of the expression channels of farmers ＇ interests in rural land consolidation in the future was that clear the two main channels of ＂village cadres＂ and ＂hearing / forum＂ recently, and then improved the other four channels of ＂petition agency＂, ＂deputy to the NPC＂, ＂new mass media＂, ＂CPPCC members＂ for the longer term. The reconstruction of the expression channels of farmers ＇ interests in rural land consolidation should be taken the following measures. Strengthen the construction of rural grassroots organization-village committee, established the hearing system of rural land consolidation, deepen the reform of petition system, improved the grassroots people＇s congress system and political consultation system, constructed new mass media communication platforms.
