摘　　要：人文贫困的提出是贫困内涵纵深层次发展和反贫困实践不断深入的必然结果,它是包含了收入贫困、能力贫困、权利贫困与知识贫困的综合性概念。基于人文贫困的视角分析黑龙江省人文贫困的现状,发现存在的问题主要是基础设施建设滞后,思想观念落后,社会保障建设水平低等。人文贫困是深刻揭示贫困根源的综合性概念,以此作为立足点来思考救助的对策,是对贫困问题的深层次解决,亦是人类反贫困历史上的伟大实践。黑龙江省应积极实施生产救助,宣传和加强民主政治建设,大力发展教育事业,完善农村社会保障体系,以此促进黑龙江省经济社会进一步发展。The proposition of humanistic poverty is a corollary of the development of poverty connotation and deepening anti-poverty practices. It is a comprehensive concept, including income poverty, capability poverty, rights poverty and knowledge poverty. From the perspective of humanistic poverty, the situation of Heilongjiang province is analyzed. It is found that the main problems are the underde- veloped infrastructure, old-fashioned ideas and the low level social security. Humanistic poverty is a comprehensive concept that pro- foundly reveals the root causes of poverty. To work out rescue measures starting from this point is a deep-seated solution to poverty prob- lems and is also a great practice in human history. Heilongjiang should take initiatives to implement production aid, promote and strength- en political and democratic development, vigorously develop educational cause, and improve the social security system in rural areas, in ways to promote further economic and social development in the province.
