摘　　要：宣统年间,伴随着自治机构、自治经费、区域划分与乡镇选举等自治事宜的逐步开展,以及县府、士绅、耆民不同程度上的参与,江苏地区乡镇自治得以全面推进,尽管其进程较为缓慢但在我国近现代乡村自治史上占有重要地位。在实证分析与现实需求基础上,"传统乡镇自治合理性内核"的归纳、"三层治理结构"理论假设的提出,不失为理论自觉的一次尝试与努力。In Late Qing Danysty,the rising of villages and towns autonomy in Jiangsu area was a historical inevitability.During the Xuantong Dynasty,the autonomous institutions were established and got the autonomous spending,the electoral district was divided and the villages and towns election came to develop.At the same time,the county government gentries and elders were involved in the activity.After this,the villages and towns autonomy in Jiangsu area came to develop completely.Although the general process was low,it had an important position in modern rural autonomous history of China.On the basis of empirical analysis and current demand,we induct the Rationality Kernel of the traditional villages and towns autonomy and put forward the theoretical hypothesis of Three Layers Governance Mode.This is an attempt and effort in Theory Consciousness actually.
