摘　　要：新中国成立以来,与区域发展总体战略相对应,我国西部开发大致可划分为三个阶段：1949~1999年,国家出台了一系列支持西部地区发展的政策,但总体上缺乏连续性,政策设计缺乏针对性且以＂输血＂方式为主;2000~2009年,西部大开发战略实施,西部地区经济社会发展状况有所改观;2010年以来,西部大开发战略深入实施,政策突出＂六个坚持＂,更加注重长期发展保障能力的形成,更加注重生态文明建设、统筹城乡发展、增强西部自我发展能力,更加注重保障和改善民生,更加注重体制机制创新。新时期,应进一步增强西部大开发政策的战略性、系统性、综合性,建立可量化、分层级的指标体系,探索符合社会主义市场经济原则的新政策体系。Since the founding of the People＇s Republic of China, corresponding to the overall regional development strategy, the western development in China can be roughly divided into three stages： from 1949 to 1999, the government has issued a series of policies to support the western region, but lack of continuity and pertinence, the policy design was mainly ＂blood transfusion＂ mode. From 2000 to 2009, with the implementation of the western development strategy, the economic and social development in the western areas has changed. since 2010, the western development policy highlight the ＂six insist on＂, and pay more attention to long-term development support ability formation, pay more attention to the construction of ecological civilization, urban and rural development,enhance the western self development ability, pay more attention to protect and improve the livelihood of the people,pay more attention to the innovation of system and mechanism. In the new period, we should further strengthen the strategic, systematic and comprehensive policies for the development of the western region, establish a quantitative and hierarchical index system, and explore the new policy system in line with the principles of socialist market economy.
