长沙市县域城乡统筹绩效评价及类型划分——基于RAGA-PPC模型和ESDA方法

摘　　要：从经济、社会和生态环境三个层面构建城乡统筹绩效评价体系,运用遗传投影寻踪模型和探索性空间分析方法对长沙市9个县级行政单元开展城乡统筹绩效评价和空间分异特征研究,划分发展类型。结果表明:2005—2013年长沙市城乡统筹绩效总体上处于上升态势,各区(县、市)的绩效水平由高到低依次为:雨花区、芙蓉区、开福区、天心区、岳麓区、长沙县、望城区、浏阳市和宁乡县,呈现中心城区发展水平较高,东西两翼县(市)较低的空间"二元"结构;各区(县、市)城乡统筹发展水平在空间邻接上具有相似属性,表现出明显的正空间相关性,可将城乡统筹发展水平分为三类:高水平均质发展型,包括天心区、芙蓉区、雨花区和开福区;坍陷发展型,主要为长沙县;低水平均质发展型,包括岳麓区、望城区、宁乡县和浏阳市。应采取与目前发展类型相应的措施以提升城乡统筹绩效,促进区域协调发展。Firstly,performance evaluation index system of urban-rural integrated development was established from three aspects of economy,society and ecological environment. Sencondly,based on this system,RAGA-PPC model and ESDA method were employed to conduct performance evaluation and spatial differentiation of 9 county-level administrative units in Changsha City. Finally,spatial development types were classified and countermeasures were raised. The results showed that： Overall,performance was in the rise in Changsha City from 2005 to 2014.From the regional perspective,performance in sequence from high to low was Furong District,Kaifu District,Tianxin District,Yuelu District,Changsha County,Wangcheng District,Liuyang City and Ningxiang County,urban-rural dual structure was very obvious that performance of central areas were high and the west and the east regions were relatively low,performance of urban-rural integrated development was similar and had positive autocorrelation in spatial neighborings. Tianxin District,Furong District,Yuhua District,Kaifu District were high-homogenized development areas,Changsha County was collapsed development area,Yuelu District,Wangcheng District,Ningxiang County and Liuyang City were low-homogenized development areas. Countermeasures were put forward to raise performance so as to promote the coordinated development according to different types.
