摘　　要：市场经济初成的当下中国,社会转轨的利益调整仍在持续,信访难题未获全解。笔者对贵州普安县的信访研究进行了信访管理问卷的调查统计,辅之以信访机构实务工作报告的采集研读等。问卷调研表明,信访部门处置权限较低,甚而导致对其职能的不全自信;实务报告则揭示了近年来普安信访平稳但仍呈高位的运行态势。研究认为,鉴于经济开发强化,今后一段时期里,普安信访将维持现时总量较高的状态;在治理政策上,涉法涉诉信访终结制度等将起到积极的促进作用。As China＇s market economy remains at the primary stage and the interest adjustment still continues during the social transition,the problem of petition through letters and visits remains unsolved.In order to study the petition through letters and visits in Pu＇an,a county in the southwest of Guizhou,a survey was conducted on the petition management questionnaire with the supplementary work of collecting and studying practical work reports of the Bureau for Letters and Calls.The questionnaire survey has shown that the petition agency has a lower disposal authority,even leading to an incomplete confidence of its functions.The practice reports have revealed that,in recent years,the situation of petition in Pu＇an remains stable but still at a high level.Based on relevant information,the study indicates that,due to the strengthened economic development,the quantity of petition in Pu＇an will maintain at a high level for a period of time.In the governance policy,the petition termination system involving the law and lawsuit will have a positive effect.
