Urban Environmental Efficiency Evaluation and its Influential Factors Analysis in Beijing-Tianjin-Hebei Region under the Background of the Integration

摘  要:基于2004—2013年京津冀地区13个地级以上城市面板数据,采用超效率DEA模型和Tobit回归分析方法,对城市环境效率及影响因素进行分析。结果表明:北京市环境效率最高,天津市其次,河北省除秦皇岛和唐山的环境效率值大于1,其他城市均小于1;河北省除石家庄、唐山和秦皇岛外,其余城市均存在劳动力过剩现象,承德市存在固定资产投资冗余,工业废水排放量、工业二氧化硫排放量和工业烟(粉)尘排放量普遍存在投入冗余;技术进步对北京和天津的全要素生产率贡献最大,对河北省的全要素生产率贡献较小,且河北省技术进步的贡献小于规模效率;技术因素是京津冀地区环境效率呈下降趋势的主要原因。最后给出对策建议。The paper analyzes the environmental efficiency and the influencing factors of 13 cities in the Beijing-Tianjin-Hebei region based on panel data of 2004—2013 applying the Super-DEA method and Tobit model. The results show that,the environmental efficiency of Beijing is the biggest followed by Tianjin. In Hebei province,environmental efficiency value of most cities are less than 1 in addition to Qinhuangdao and Tangshan. Hebei Province,in addition to Shijiazhuang,Tangshan and Qinhuangdao,there is a surplus of labor in the rest of the city. In Chengde City,there is a redundant for the fixed capital investment,the quality and yield of investment should pay close attention to. There is also a redundant for industrial wastewater emissions,industrial sulfur dioxide emissions and industrial smoke( powder) dust emissions in most of the Hebei cities. Technological progress contributed largely to the total factor productivity of Beijing and Tianjin,and the contribution to the total factor productivity of Hebei province was small. Overall,the environmental efficiency level of Beijing-Tianjin-Hebei region showed a downward trend,technology factor is the biggest constraints. Some suggestions are given finally.
