基　　金：贵州省生态文明先行区建设自然资源管理制度研究

摘　　要：贵州省在"三线"划定方面做了大量工作,但也存在规划指标冲突、部分工作推进缓慢、红线划定技术力量薄弱等问题。基于贵州省资源环境实际和已有工作基础,文章构建了符合贵州省实际的"三线"体系,凝炼提出了贵州省"三线"划定的技术方法。从加强空间规划编制、健全"三线"法律法规、建立完善经济补偿制度、优化信息管理平台和建设项目审批制度、强化"三线"实施监督管理等方面提出了系列管控措施。Guizhou Province has done a lot of work in the "three-line" delineation, but there are also several issues such as: planning targets conlfict, part of the work promote slowly, weak technology in red line delineation. Based on realistic situation in Guizhou Province and current work in "three-line" system, we build an "three-line" system which is based on the actual environment and resources in Guizhou Province, and proposed technical methods of "three line" delineation in Guizhou Province. Then we promote a series of control measures from strengthening the spatial Planning, improving the "three line" laws and regulations, establish and improve the economic compensation system, optimization the information management platform and the examination and approval system of construction projects, strengthening the "three lines" supervision and management systems and other aspects..
