生态经济视域下的政府生态化转型

摘　　要：发展生态经济是缓解当前经济社会发展与资源约束矛盾的主要手段,是根治生态危机的"良方",也是落实国家生态文明建设工程的重要途径。作为一种新型经济发展模式,生态经济的发展必然呼唤政府的生态化转型,即从传统的经济增长型政府转向生态型政府。建立和完善生态制度是发展生态经济、实现政府生态化转型的关键步骤,目前迫切需要从以下几方面着力解决:树立生态优先的理念;制定和完善生态化制度;强化生态管理的动态组织建设;充分运用制度的激励和制约机制;积极培育生态市场;建立道德驱动的自律机制。Developing ecological economy is a major method to alleviate the current constraints in both economy and social development, and it is a 'magic prescription' to cure ecological crisis, and a vital approach to implement the ecological civilization construction project of the country.As a new economic development mode, the eco-economic development calls for the ecological transformation of the government, that is, the government should transform from traditional economic growth mode to ecological government. Establishing and improving ecological system is the key step for developing ecological economy and realizing the ecological transformation of the government. Currently, it is urgent to set up the concept of ecological priority, formulate and improve the ecological system, strengthen the dynamic organization construction of ecological management,the incentive and restriction mechanism of the administrative system, and actively cultivate the ecological market, and establish a moral driven mechanism.
