摘　　要：卫生人力资源是卫生资源的核心要素,是卫生体系维持和强化自身功能的关键,是卫生服务水平的重要标志,直接影响着全民健康水平的提高和卫生事业的发展。要实现WHO提出的"21世纪人人享有卫生保健"目标的基础环境,就必须加强我国基层卫生服务机构建设,合理配置卫生人力资源。Human resources of health are the core element of health resources, the key to the maintenance of health system and consolidation of its functions, and the important symbol of health service levels. Human resources of health directly affect the improvement of civil health levels and development of health career. To implement the WHO goal of ＂health for all in the 21 st century＂,we should strengthen the construction of grassroots health institutions in China, and legitimately allocate human resources of health.
