促进粮食目标价格保险发展的思考——基于庆阳农场、二九0农场的调研

摘　　要：2014年、2015年中央一号文件连续提出"探索粮食目标价格保险"。通过对水稻目标价格保险试点——庆阳农场及二九0农场的实地调研,发现中央财政支持力度在农业保险发展进程中有着举足轻重的作用,而目标价格的合理设定及实际价格的获取是制约目标价格保险发展的重要因素。因此,为进一步完善目标价格保险,应加强农产品期货市场建设、加大财政对于目标价格保险的补贴力度、不断发展第三方核灾定损公司、切实做到"谁种、谁保、谁受益",同时建议将黑龙江垦区作为开展目标价格保险的试验区,并给予政策支持,大力推进中国农业保险进程,切实保障农民收入。The No.1 Central Document of 2014 and 2015 both proposed to explore the grain target price insurance.Through the field research of the pilots of rice target price insurance in Qingyang farm and 290 farm,the research showed that the central financial support played an important role in the development of agricultural insurance,and the reasonable setting of the target price and the acquisition of the actual price were the important factors to restrict the development of the target price insurance.In order to improve target price insurance,we should strengthen the construction of future market,increase financial subsidies for target price insurance,develop the third parties to survey the damage,and ensure the real planters and insurance buyer to get the claims.At the same time,the authors suggested to make Heilongjiang reclamation areas as the pilot area to carry out target price insurance and give it policy support,in order to promote the process of agricultural insurance to guarantee farmers＇ income effectively.
