摘　　要：探讨城镇化发展进程与户籍制度改革的密切联系,然后依据《国家新型城镇化规划(2014—2020年)》的发展要求,从多维度考虑中国城镇化发展的质量。在兼顾城镇化发展水平和质量的基础上,从农村进城务工人员市民化的角度运用"加权城镇化率"指标对城镇化进行结构性分析,计算出市民化程度综合指数,从城乡统筹发展的宗旨出发,全面判断中国城镇化的真实水平。The close relationship between the development process of urbanization and the reform of household registration system was studied in this paper.Then according to the National New Urbanization Plan（2014-2020）,the quality of China＇s urbanization development was discussed from a dimensional perspective.Based on taking both level and quality of urbanization development into account,the authors made a structural analysis on urbanization development by using weighted urbanization rate index from the perspective of peasant citizenization,and calculated the comprehensive index of the citizenization degree of migrant workers.As well,a comprehensive judgement on the true level of urbanization in China was made to promote the balancing development of urban and rural areas.
