党政干部的协商民主认知与实践——基于全国12省2223位干部的实证分析

摘　　要：现有文献的分析表明,党政干部的协商民主认知对于协商民主制度建设与实践有重要作用,但并未系统经验地考察党政干部的协商民主认知与实践。本研究通过对全国12省2223位党政干部调查数据的交互分类分析和回归分析,结果表明,总体而言,当前党政干部对协商民主的熟悉程度较低;认为协商民主的作用集中体现在促进科学决策、公众参与和利益表达;协商民主和选举民主同等重要;协商民主主要适用于决策、管理环节和村(居)、街道(乡镇)、县层次;党群协商优先于党际协商,比较赞成积极协商途径。但日常实践中真诚互动、平等对话、结果接受意识不强;更多采取被动协商,导致协商民主实践满意度不高。不同系统党政干部的协商民主认知和实践存在显著差异,应根据部门实际情况因地制宜开展协商民主制度建设。The existing literature shows that deliberative democracy cognition of party and government cadres plays an important role in deliberative democracy system construction and practice.But little studies had focused on deliberative democracy cognition and practice of party and government cadres,especially empirical studies with appropriate large samples.With the analyses of survey data of 2223 party and government Cadres in 12 provinces,buliding crosstab and logistic regression modle,this paper finds that the current party and government cadres are not familiar with deliberative democracy.They think that the function of the deliberative democracy are particularly reflected in promoting scientific decisionmaking,public participation and interests expression.Deliberative democracy and electoral democracy are equally important.Deliberative democracy is mainly used in decision-making and administration.It applys to Village（community）,street（township） and county level.Party-masses negotiation is priority in interparty consultation.They mildly agree with positive consultative approach.They are found to be poor in the consciousness of sincere interacting,equal dialogue and results accepting in daily practice.They negotiate in a passive way so that the deliberative democracy practice satisfaction is not high.The deliberative democracy cognition and practice are significant different among different systems,so we need to carry out the democracy system construction according to department conditions.
