摘 要:目的:通过对中国医药类本科高等学校科技活动效率静态评价,促进科技管理机制体制创新,优化科技资源配置。方法:结合因子分析理论,构建DEA-BCC模型,对2007-2013年中国30个省(自治区、直辖市)医药类本科高等学校科技投入产出进行可变规模下的综合技术效率、纯技术效率和规模效率评价。结果:科技活动效率受纯技术效率与规模效率的双重作用处于非DEA有效状态。结论:科技管理水平落后与科技投入规模、结构不合理,共同导致了科技活动效率的非有效配置。Objective To improve the innovation of science and technology management system and optimize the allocation of scientific and technological resources by evaluating the efficiency of scientific activities of Chinese undergraduate pharmaceutical colleges and universities. Methods Based on the theory of factor analysis, DEA-BCC model was established to evaluate comprehensive technical efficiency, pure technical efficiency and scale efficiency in variable scale of the input-output of science and technology on Chinese undergraduate pharmaceutical colleges and universities in thirty provinces (autonomous regions and municipalities) from 2007 to 2013. Results It shown that the efficiency of scientific activities of undergraduate pharmaceutical colleges and universities were in the non-DEA efficiency state caused by dual effects of pure technical efficiency and scale efficiency. Conclusion The inefficient allocation of scientific activities was resulted from the backward of technological management and unreasonable scale and structure of technological investments.
