摘  要:滦河流域属近代以来的衰落区域:由清前中期"风俗多同京师"的夏都所在,至21世纪初中上游已大部列入"环京津贫困带"。近年来,学术界的研究多集中于京津对生态腹地的"虹吸效应",而对其自身引发衰落的原因则关注较少。通过对滦河流域个案研究,可以看到内河航运与区域兴衰之间存在着较大关联:水运的交通作用能被其他方式替代,但河流廊道在流域社会经济一体化发展中的凝聚功能难以被替代,失去贯通上下游的"轴"后,流域"生态—经济—文化"系统整体性发展会受到极大制约。Luan River basin is part of fading area in modern times : It was the" Summer capital" and it' s custom was similar to capital before the mid - Qing Dynasty, has changed to" The Poverty - stricken Strip around Beijing and Tianjin"in the early 21st century. Recent studies have concentrated on "The siphon effect" of Beijing and Tianjin, Pay less attention to it's own reasons caused the decline. Research on Luan River Basin shows that there is a connection between the Inland shipping decline and the regional poverty. The role of water transport can be alternative, but the role of the river corridor that having an aggregation function in the development of river basin socio - economic integration is difficult to be replaced. Watercourse is the axis of the basin, water transport fading will restrict the systematic development in the "Ecology - Economy - Culture" compound system.
