摘　　要：城市外来弱势群体生存状况的改善不仅关系到个人的生活质量,同时也对社会稳定产生重大影响。在某种意义上,该群体的状况能够体现一个国家的社会发展水平。自2003年《城市流浪乞讨人员救助管理办法》实施以来,我国城市外来弱势群体的救助和管理虽然已有较大改善,但仍存在诸多问题与不足。相较于部分发达国家和地区对弱势群体权利的保护措施,我国大部分地区在弱势群体权利保护方面还存在较大缺口且亟待补缺。我们需要借鉴国内外特色城市先进救助管理思路,探索对城市外来弱势群体的救助和管理新模式,提高救助和管理的科学性、有效性,维护社会关系的和谐稳定,从而全面推进城市治理的良性发展。The living condition improvement of urban exotic disadvantaged groups is not only relevant to their quality of life, but also of significant influence to social stability. In some sense, the situation of these groups is a reflection of the social development level of a country. The salvation and administration of urban exotic disadvantaged groups has made major improvement since the implementation of the Measures for Administration of Public Relief for Vagrants and Beggars without Any Assured Living Source in Cities. However, there are still many problems and deficiencies. Compared with the measures some developed countries and territories have adopted to protect these groups, China still has a long way to go. We should learn from cities both domestic and overseas that have advanced management concepts with characteristic on the issue, and explore new modes of salvation and administration for these groups. We should also make sure that our administration and salvation is scientific and efficient. In addition, the coverage expansion of social security programs would would help maintain a harmonious and stable social relation, so as to carry forward a favorable development of cities.
