摘　　要：虚实并存现象是当代英国政治制度的独特之处,英国中央机构、责任内阁制和选举制中的虚实并存现象尤为突出。当代英国政治制度中的虚实并存现象有其形成和存在的经济、政治和文化根源,由于这些经济、政治和文化根源的存在,这一现象仍将长期留存并将继续为英国资产阶级根本利益服务。Coexistence of deficiency and excess is unique in the contemporary political system of Britain, which is particularly prominent in the central organization, the responsibility cabinet system and election system of Britain. The formation and existence of coexistence of deficiency and excess in contemporary political system of Britain is in the origin of the culture, system and interest. Coexistence of deficiency and excess in political system reflects the hypocrisy and anachronistic of contemporary British democracy. But even so, considering the origin of culture, system and interest, this phenomenon will be preserved and continue to serve the fundamental interests of British bourgeois.
