摘　　要：互联网时代不仅在物质经济发展上表现出以"互联网+"为主要特征的经济发展新趋向,更是在社会精神生活上日益表现出以开放、平等、自由为主要内涵的互联网式的思维取向、行动准则和社会认同。这一系列深刻变化对传统的党群关系以及党的群众工作能力提出了新挑战、新要求。因此,基于互联网时代信息权力体系的重建以及党群关系的结构性变化,提高党的群众工作能力必须以群众需求为目标牵引,树立积极服务的政治意识,充分运用开放、平等、直接、泛在的互联网思维开展群众工作。The Intemetbut also by the Intemetage is characterized not only by the ＂Internet Plus＂ new trend of economic development,thinking mode, behavioral norms and social identification of openness, equality and liber-ty in respect of social spiritual life. This series of in - depth changes brings new challenges and requirements tothe traditional Party - mass relationships and the Party＇ s abilities in the mass work. Therefore, to improve theParty＇s abilities in the mass work based on the reconstruction of information power system and the structuralchange of the Party - mass relationship in the Internet age, we must aim at the demands of the mass, establish thepolitical consciousness of active service, and carry out the mass work by sufficiently applying the Internet think-ing of openness,
