论干部任期制法规的修改与完善

摘　　要：干部任期制是通过严格界定党政领导干部的任职期限、连任次数和最高任职年限对领导干部任期目标进行严格考核以保证其积极履行领导职责的制度。这一制度实施多年来取得了一定效果,但问题也愈加突出,修改完善《党政领导干部职务任期暂行规定》日益迫切,这项工作已列入《中央党内法规制定工作五年规划纲要(2013-2017年)》。为此,我们要在《党政领导干部选拔任用工作条例》的制度框架下,通过修改制定《党政领导干部职务任期规定》,构建一个完备的干部任期制度体系,这一体系要围绕干部任期制协调好干部交流、回避等工作环节,处理好与干部选拔、任用、培训、考核、监督等制度的关系,力争使干部管理围绕严格的任期制来运行,通过任期制开辟干部工作的新局面。Cadre tenure is a system that assures cadres＇ active performance of their duties by explicitly definingthe term of office, number of consecutive reappointment, and maximum period of being on one posts, for leadingcadres of the Party and the government and strictly evaluating their performance on their posts. This system hasacquired some effect since it was enforced years ago, but problems also become more prominent. It is increasinglyurgent to modify and perfect the Interim Regulations on Party and Government Leading Cadres＇ Office Tenure,and this job has been listed in the CPC Central Committee＇ s Five - year Planning Outline for Intra - Party Leg-islation （2013 - 2017 ）. For this purpose, we should, under the institutional framework of the Working Regula-tions on Party and Government Leading Cadres＇ Selection and Appointment, build up a perfect cadre tenure sys-tem by modifying the Regulations on Party and Government Leading Cadres＇ Office Tenure. Such a systemshould focus on the cadre tenure rules to coordinate the cadre exchange, challenge and other procedures, appro-priately deal with its relationship with cadre selection, appointment, training, evaluation and supervision, so as torun the cadre management circling on the tenure system and create a new situation of cadre work by virtue of thetenure system.
