摘　　要：综观克林顿政府以来的美国对"保护的责任"的态度变化和政策调整,可以看出:随着近年美国实力的相对衰弱,加之国际形势的变化,美国已经在逐步改变其倡导的单边行动的外交政策,转而寻求在国际合作中维持主导地位。但是,美国的对外政策依然受制于其内政压力的影响,对于国家利益和地缘政治利益的实用主义考虑,依然是美国决策者的首要关注点,因此能否成为有效推进"保护的责任"发展的力量,尚需进一步观察。As its national power is relatively weakening,in recent years,along with the change of the international political situation,the United States has gradually changed its unilateral action approach in the foreign policy it advocates and has intended to maintain its leading position in the international cooperation.However,American foreign policy is still under the influence of domestic pressure and the pragmatic consideration of national and geopolitical interests are still the first concern of American politicians.It still needs further observation on whether or not the U.S.will work as an active force in promoting the development of the system of 'responsibility to protect'.
