构建铁路货运价格管理机制的探讨

摘　　要：针对铁路货运价格管理中价格管理机构建设、价格管理制度建设、价格管理机制形成、市场化定价、运输市场价格监测、价格信息化建设等方面存在的问题,根据铁路向现代物流转型发展的新形势,结合铁路货运价格管理现状,提出构建铁路货运价格管理机制的对策,即健全价格管理机构、完善货运价格管理制度、建立价格形成机制、加强价格浮动收益评价、开展价格市场监测、推进价格信息管理系统建设。Targeting with the problems existing in management of railway freight transport pricing, including construction of pricing management agency, establishment of pricing management system, formation of pricing management mechanism, market- oriented pricing and supervision of transport market pricing,according to the new situation of railway transferring to modem logistics development, combining with management present situation of railway freight transport pricing, this paper puts forward countermeasures on establishing management mechanism of railway freight transport pricing, such as perfecting management agency of pricing, improving management system of freight transport pricing, establishing formation of pricing management mechanism, strengthening benefit evaluation of price fluctuation, developing supervision of pricing market and promoting establishment of price information management system.
