摘　　要：现有水污染点源排放控制政策较为独立和分散,缺乏系统性和协调性,难以实现连续达标排放、水质持续改善的政策目标。点源排污许可证制度是水污染点源排放控制政策体系的核心政策。本文通过对现有点源排放控制政策体系的分析,以排污许可证制度为核心,以保证天然水体水质持续改善为目标,从效率性和可行性角度出发,依据环境政策整合的理论框架对现有水污染点源排放控制政策进行整合,将其改革成为目标统一、系统性更强、效果更好、政策执行成本更低的政策体系。The existing point sources discharge control policies are relatively independent and decentralized inChina. Due to the lack of coordination and integration, it is difficult to achieve the policy objectives of continuous meeting discharge limitations and consistent improvement of the water quality. The waste discharge permit system is the basic policy in the point sources discharge control policy system. In the present work, based on the waste discharge permit system, the existing point source discharge control policies are systematically integrated into a coordinated policy system with the merits of unity of objective, strong systematicness, good performance and low cost for implementation. The developed policy system is of the potential merits of high efficiency and well feasibility which could eventually guarantee the continuous improvement of the quality of natural water.
