广东农田水利财政投资效率分析

摘　　要：基于广东财政2001—2014年投资农田水利的数据及其所产出的绩效数值,利用数据包络分析方法,研究广东财政对农田水利的投资效率。结果表明:随着广东财政对农田水利投资规模扩大,投资效率在波动中呈现下降趋势,不同地区的财政农田水利投资效率差别较大,广东财政农田水利投资效率区域性特征明显。进一步利用回归模型分析,结果表明:财政农田水利投资结构、财政农田水利资金管理二大因子对投资效率影响较大。文章提出优化农田水利财政投资结构,提高对农田水利财政投资资金管理水平的建议。Based on numerical data in the years 2001-2014 and the output performance numbers , this paper uses data envelopment analysis method to study the investment efficiency of Guangdong fiscal in farmland water conservancy .The results show that： with the expanded scale of investment on farmland water conservancy of Guangdong finance , investment efficiency shows a decreased trend in volatility , presents great regional differences and there are obvious regional characteristics .This paper then uses re-gression model analysis to ascertain factors influencing the investment efficiency .The results show： the investment structure and the financial management are the two major factors affecting the investment effi -ciency of farmland water conservancy .Then this paper proposes suggestions on optimizing the financial investment structure and upgrading the financial management level on farmland water conservancy .
