基于SNA的科研项目评审专家选择与回避策略研究

摘　　要：同行专家意见对保证科研项目评审结果的公正性、准确性和合理性起到关键作用,是科研项目评价体系的基础。在充分考虑社会关系对专家评审活动影响的基础上,利用社会网络分析法的接近距离、影响力和中间中心度等指标,通过相关指标的计算,回避与申请项目有利益关系的专家并推荐评审专家,最后通过算例验证了该方法的有效性。The selection of peer experts plays an important role to ensure the impartiality,accuracy and rationality of the scientific research project review,as well it is the foundation of the scientific research project evaluation system. On the basis of considering the social relations of expert evaluation activities,an expert selection method is proposed based on social network analysis,which includes calculating of closer to center distance,influence and the middle of the index calculation etc. According to the results,some experts are recommended and some are avoided,and also the effectiveness of the method was verified by an example.
