摘　　要：针对陕南移民搬迁存在的搬迁资金紧缺、土地资源紧缺、产业落后、就业增收渠道狭窄、社会公平等问题,提出进一步提升思想认识,完善政策体系;着力破解移民搬迁中的资金制约因素;有效化解移民搬迁中的土地制约瓶颈;抓好产业培育和进镇农民就业;加快社会管理体制机制改革创新的对策与建议,以期扎实有序推进移民搬迁,促进陕南农村改革发展。Aiming at the main problems impeding resettlement in southern Shaanxi lie in its shortage of relocating funds,limited land resources,backward industries,narrow employments channels to generate income,social justice and so on,several suggestions were proposed：the ideological understanding should be promoted further,and the policy system should be improved;great efforts should be spared to resolve problem like the shortage of funds restricting resettlement;effective solutions should be figured out to deal with the ＂bottleneck＂ of scarce land resources;the industry training should be launched positively to boost employment;social management system and mechanism should be reformed and innovated acceleratingly,so as to advance farmers resettlement in a solid and orderly manner,promote rural reform and development in southern Shaanxi.
