摘　　要：针对南通市文化产业发展面临的规模偏小、结构不平衡、产业集群度不高、跨界关联效应尚不明显等主要问题进行深层次分析,对推动南通"十三五"文化产业发展进行思考,提出把握好三大抓手、三大格局、三大保障,全面实施文化产业跨越式发展"333"战略。This paper makes a deep analysis of main problems that Nantong＇s cultural industry development is confronted with, such as the small scale, the unbalanced structure, the low level of industrial clusters, and inconspicuous cross correlation effect. The writer also gives a deep think about how to promote the development of cultural industry in Nantong during the period of 13 th Five-Year Plan, and proposes a good grasp of the three focusing points, three patterns, three guarantees, as well as an overall implementation of＂333＂strategy to promote a leapfrog development of cultural industry in Nantong.
