摘　　要：针对外迁移民可持续生计问题研究领域基本以DFID提出的可持续生计分析框架为理论依据,而该分析框架还存在亟待完善和探讨的地方。以生计资本为逻辑起点,分析"生计资本—生计脆弱性—可持续生计能力重构—政策保障"的内在演化路径,试图揭示风险成本外迁移民可持续生计能力的关键影响因素,从而提高对外迁移民可持续生计分析的解释力,系统推进外迁移民可持续生计政策(制度)体系建设。Current studies on the sustainable living of the emigrants are mainly based on the theoretical analytical framework proposed by DFID. However, this framework has problems to be further explored. This paper starts with the livelihood assets and analyzes the internal revolution route ranging from livelihood assets, livelihood vulnerability, reconstruction of sustainable capability to the ensured policy with a purpose of revealing the risk of cost that is regarded as the critical factor impacting the sustainable livelihood, and of enhancing the explanation of the analysis of sustainable livelihood of emigrants as well as boosting the construction of sustalnable livelihood of emigrants in a systematic way.
