长江三峡库岸水位消落带综合治理新思路探讨

摘　　要：三峡库水位变化在两岸形成消落带。消落带不仅蚕食库岸稳定,对三峡自然风景也有极大破坏。即使在对消落带进行稳定治理后,也难消除对环境景观的影响。本文提出一个对消落带进行浅层加固并用彩色混凝土在治理结构表面上成画的方法,拟将消落带做成一个文化走廊,把华夏文明与三峡自然景观结合起来,形成景观、文化和安全的新三峡。提出了三峡历史、文化走廊营造模式,充分利用、整合社会资源,达到快速治理三峡消落带的目的。三峡历史、文化走廊的建立,彻底治愈三峡工程给三峡带来的创伤,给三峡景区增加了文化内涵,提高了三峡的旅游质量,使其成为世界独一无二、最具特色的景观、文化旅游景点。Changes of Three Gorges reservoir water level formed fluctuating zones on the banks which not only encroach the stability of reservoir banks but also do a great damage on the natural scenery of the Three Gorges. It＇s hard to eliminate the impact on the environment landscape even with the stability control of the fluctuating zones.This paper proposed a new idea： paint the surface of the retaining structure with colored concrete. This idea will rebuild the Three Gorges into a historical and cultural corridor. As a result a brand new safe Three Gorges with its own culture and natural scenery will be formed by the method of combining the Chinese civilization with Three Gorges＇ natural landscapes. The construction mode of Three Gorges historical and cultural corridor is also proposed in this paper. To achieve the final goal of the Three Gorges＇ quick management,the fully use and the integration of the social resources should be done. The establishment of Three Gorges historical,cultural corridor could cure the trauma the Three Gorges project brought to the Three Gorges,increase the cultural connotation to the Three Gorges scenic area,and improve the tourism quality of the Three Gorges,making it the unique,the most characteristic landscapes and cultural attractions.
