创新规划模式 推进新疆新型城镇化科学发展

摘　　要：城镇化是中国现代化进程中的大战略。基于中央深入推进新型城镇化建设的部署,研究新疆新型城镇化的特殊内涵和任务。现行省域城镇体系规划实施难、"落不了地"的问题突出,制约了新型城镇化发展。本文探索实施城镇体系规划的新途径,首次提出"新型城镇化行动计划"的理念。行动计划的创新意义体现在:将城镇体系规划由专业部门的技术性要求,转化为政府决策和执行体系的具体工作,并通过任务分解,明确各级地方政府和部门工作的具体目标、任务和责任,分阶段、分步骤、分层次地实现城镇体系规划的战略目标。《新疆维吾尔自治区推进新型城镇化行动计划(2011—2020)》包括5个方面、22项具体行动。Urbanization is a grand strategy in China＇s modernization process. Based on the central government＇s deployments to further promote new urbanization, this paper analyzes the special connotation and task of new urbanization in Xinjiang Uygur Autonomous Region. It points out that the difficulty in implementing the current provincial urban system plan constrains the development of new urbanization. To explore a new approach to the implementation of urban system plan, the paper puts forward the idea of ＂new urbanization action plan＂ for the first time. The innovative significance of the action plan lies in the following aspects： translating professional technical requirements of urban system plan into governmental decisions and the specific works of implementation departments; identifying the specific goals, tasks and responsibilities of local governments and departments at all levels through decomposing the tasks; gradually achieving the strategic objectives of urban system plan. The Action Plan for Promoting New Urbanization in Xinjiang Uygur Autonomous Region （2011 - 2020） consists of five aspects and twenty-two specific actions.
