海西城市群土地利用效率评价——基于超效率DEA模型和Malmquist指数的分析

摘　　要：以海西城市群为研究区域,基于超效率DEA模型和Malmquist指数计算方法,对海西城市群以及区域内20个城市2003-2012年的城市土地利用效率进行评价。超效率DEA评价结果显示,海西城市群整体的城市土地利用效率不高,大部分城市的土地利用效率没有达到DEA有效。区域内广东省的城市土地利用效率具有明显优势;浙江省的城市土地利用效率次之;福建省的城市土地利用效率低于全区的平均水平;江西省除鹰潭市外,其余城市的土地利用效率排名均靠后。Malmquist指数计算结果表明,2003-2012年,海西城市群内大部分城市的土地利用效率呈现改善的趋势,且土地利用效率的改善基本依靠技术进步来实现。为此,区域内城市应努力在土地利用的技术效率和规模效率方面实现突破,以进一步提高土地集约利用水平。Super-efficiency DEA Model and Malmquist indexes calculation were applied to evaluate the urban land use efficiency of20 cities in the urban agglomeration of the economic zone on the west side of the Taiwan Straits in the period from 2003 to 2012. The super-efficiency DEA evaluation result shows that the urban land use efficiency in the urban agglomeration is generally low,and does not reach the DEA level in the most of the cities. In the zone,the urban land use efficiency of cities in Guangdong Province is the highest,followed by that in Zhejiang Province,and the urban land use efficiency of Fujian Province is lower than the average level of the urban agglomeration,meanwhile the land use efficiency of cites in Jiangxi Province is lag behind by ranking in the zone,except Yingtan City. Besides,the Malmquist indexes calculation shows that the urban land use efficiency of most cities in the urban agglomeration tended to increase because of technology advancement in the period from 2003 to 2012. Therefore,in the urban agglomeration of the economic zone on the west side of the Taiwan Straits,the upgrade of technological efficiency and scale efficiency in land use should be brought about to achieve a higher level of land intensive use.
